The tote (pari-mutuel) pool collects all bets, takes a commission (typically 15-20%), and distributes the remainder proportionally to winning bettors. The dividend is calculated at race start based on the final pool distribution. You don't know your exact return until the race jumps.
Fixed odds are set by the bookmaker at the time you place your bet. The price is locked in. If you back a horse at $4.00, you get $4.00 regardless of what happens to the pool. The bookmaker bears the risk, not the pool.

The tote pool size varies dramatically by state. NSW and Victoria have the largest pools (most efficient dividends). South Australia, WA, and Tasmania have smaller pools, which means higher variance but potentially better dividends on unpopular races.
